An ethics riddle

What’s the difference between long-serving Loudoun Board of Supervisors Chairman Scott York (R) and recent Virginia Governor Bob McDonnell (R)?

They both . . .

• provide special favors in return for large cash contributions

• take free trips and other goodies from people who want something in return

• think ethics rules don’t apply to them

The difference? As of January 22, 2014, only one has been indicted on federal corruption charges.
